Villanueva Library Library Use Policy

Basic library service is available free of charge to all Villanueva and surrounding community residents, regardless of age, gender, religious or political affiliation. 
Patrons are expected to observe the rules and policies of the library as outlined below.
Basic library use service includes, but is not limited to:
  • Physical access to all libraries;
  • The right to possess a library card ;
  • The right for cardholders to check out circulating library materials; 
  • The right to use of the tools and resources needed to locate and access all collections and materials;
  • The right to use all electronic materials available and reference materials and services from the library or the library’s website;
  • The right to access and use reference and information assistance from trained and knowledgeable volunteer staff;
  • The right to participation in library sponsored or produced programs, events, and/or classes;
  • The right to access circulating and online collections at other libraries via request;
  • The right to use library computers and internet service for purposes that fall within the guidelines for internet use set by the New Mexico State Library system, the American Library Association, and the Villanueva David Cargo Library.
In exchange for these privileges, library patrons are expected to:
  • treat library staff and each other with courtesy and mutual respect at all times;
  • respect the needs of others and adjust their use of equipment and resources to allow access for all patrons;
  • utilize equipment and facilities with common sense and care;
  • never display, exhibit or foster inappropriate behavior in any form or fashion while in the library;
  • observe online and internet usage guidelines while using computers or accessing the internet through the library website or portal. 

Villanueva Library Computer Use Policy

The David F Cargo Library  is committed to serving the needs of the community by offering access to educational, recreational and cultural resources. In addition to print and audiovisual materials, customers may access the Internet and numerous software programs in the computer lab. While the Internet offers many positive, rewarding and informative experiences, it also possesses some risks. The Library supports the right and responsibility of parents to determine and monitor their own children’s use of library materials and levels of Internet access. 
The Library is working on providing filtered access to the Internet on public Library computers in order to adhere to the requirements set forth in the Children’s Internet Protection Act (CIPA, Pub.L. 106-554). Levels of access are determined by the age of the customer.   
  1. All use of Library owned public Library computers require a valid Library card in good standing; 
  2. Customers using the Library’s Internet connection are solely responsible for what they access on the Internet. The El Valle Community Center/David  F Cargo Library Villanueva  does not warrant or assume any legal liability or responsibility for the accuracy,  completeness, or usefulness of documents or information found on the Internet;  
  3. The Library protects the confidentiality of borrowing and Library-use records.  However, privacy of personal information and electronic mail are not guaranteed to customers using the Library’s computers; 
  4. The Library does not offer email accounts. Customers may access their own web-based Internet email accounts via the Library’s Internet connection; 
  5. Accessing pornographic or obscene materials through the Library’s Internet and wireless connections is prohibited; 
  6. Customers must comply with applicable copyright laws and licensing agreements; 
  7. All existing laws, Library rules and policies apply to conduct when accessing the Internet.  Unauthorized access to the Library’s computers, databases, network, hardware or software settings  and configuration is prohibited; and  
  8. The Library and the El Valle Community Center shall not be liable for any damages or costs of any type arising out of or in any way connected with use of the Library’s Internet and wireless connections. Customers shall agree to hold the El Valle Community Center harmless for any damages arising out of the customer's use of Library equipment or their personal devices. 
Failure to comply with this Computer Use Policy may result in loss of computer and/or Library privileges, in addition to any appropriate legal action, including but not limited to criminal prosecution.    El Valle Community Center Board and David F Cargo Library Villanueva Board
